Charlie Flatten Hired as New General Manager of the District 

The District is pleased to announce the appointment of Charlie Flatten as its new General Manager, effective October 13, 2025. 

A Hill Country native, Flatten brings a wealth of experience in groundwater policy, regional planning, and collaborative natural resource management. He and his family live on the Edwards Aquifer outcrop in the shaded headwaters of Indian Creek, where his personal and professional commitment to water stewardship runs deep. 

Flatten has spent the last five years as General Manager of the Hays Trinity Groundwater Conservation District, where he guided the district through massive growth, severe drought, and ever-increasing demands on local groundwater resources. Prior to that role, he served as Water Policy Program Manager at the Hill Country Alliance, where he advanced regional cooperation on water planning, conservation, and policy. His work has always been a close collaboration with groundwater conservation districts, river authorities, regional flood and water planning groups, state-level agencies, and local stakeholders to promote sustainable water management strategies and protect the community’s groundwater resources.

It’s about people, land, and the future we’re shaping together. I’m excited for the steady, thoughtful leadership Charlie will bring to the District and the ongoing work of protecting our aquifers.” 

The District faces both challenges and opportunities as Central Texas continues to experience increased development, ongoing drought, and the pressing need for long-term aquifer sustainability. Key priorities ahead include expanding the science that informs long-term Edwards and Trinity Aquifer sustainability for the protection of our community, landowners, and Barton Springs.  

With Flatten’s leadership, the board and staff are confident in the District’s ability to navigate these challenges and build on its mission of protecting and conserving groundwater resources for present and future generations. His appointment marks an exciting new chapter in the District’s ongoing commitment to science-based aquifer management.
